NOTICE TO BIDDERS
TOWNSHIP OF STAFFORD
NOTICE IS HERE BY GIVEN by the of Stafford, that Sealed Bids will be received ELECTRONICALLY by the Township of Stafford (“the Township”) on April 17, 2026 at 10:00 am prevailing time through the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com in accordance with NJAC 5:34-5.5(a)(1):

MANAHAWKIN LAKE PARK BULKHEAD REPLACEMENT PROJECT FOR THE TOWNSHIP OF STAFFORD
GENERAL DESCRIPTION OF THE PROJECT: The project consists of the following: Provide all labor material and equipment for the removal and disposal of 173 LF of existing timber bulkhead and the installation of 173 LF of a new vinyl bulkhead in the same location including all other incidental work and restoration necessary to complete this project
All bids shall be opened electronically and all bids shall be publicly unsealed and that the names of all bidders and the price of their respective bids shall be verbally announced in public by the Township once the submission deadline has passed. No bids shall be received after the date/time designated in the advertised notice to bidders in accordance with N.J.S.A. 40A:11-23b.
Furthermore, within 24 hours of the electronic bid opening the unofficial bid tabulation sheet will be made available for download on the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com.
All members of the public are invited to attend the bid opening in person at the offices of the Township. The virtual bid opening shall be broadcast in the Police Training Room of the Stafford Township Municipal Building, on the Second Floor, 260 East Bay Avenue, Manahawkin, NJ 08050 for the public to view.
Additionally, the Township shall utilize the Zoom platform as a webinar for remote access. The link to join the webinar shall be posted no later than 48 hours before the bids are scheduled to be opened through a notification listed in the Public Notice section of the project posting issued on the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com.
BID SECURITY: Bid security is required in the amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of twenty thousand dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.
Bidder shall submit with their bid an electronic bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally to the Township of Stafford, along with a Surety Certificate (Consent of Surety) with Power of Attorney for the full amount of the bid price from a Surety Company authorized to do business in the State of New Jersey and said Surety will furnish a consolidated Performance and Payment Bond in amounts of 100% of the successful Bidder’s contract.
Contractors have the option of submitting 3rd party electronically sealed bid bond and consent of surety in Bonfire or they can scan a pdf of the sealed bid bond and consent of surety upload it to Bonfire and submit the original sealed bid bond and consent of surety in a sealed envelope clearly marked as part of the bid response for the MANAHAWKIN LAKE PARK BULKHEAD REPLACEMENT PROJECT FOR THE TOWNSHIP OF STAFFORD to the Township Purchasing Department, 260 East Bay Avenue - 2nd floor Room 276, Manahawkin, NJ 08050 Attention: Nicola Reid Qualified Purchasing Agent on or before April 17, 2026. The original sealed bid bond received after the bid closing on April 17, 2026, at 10:00 am prevailing time.
If the Bidder is to submit a certified check or cashier’s check, an image of the check must be included with the electronic bid document submission.
The original certified check or original cashier’s check shall be submitted in a sealed envelope, clearly marked as part of the bid response for MANAHAWKIN LAKE PARK BULKHEAD REPLACEMENT PROJECT FOR THE TOWNSHIP OF STAFFORD and the sealed envelope shall be delivered prior to April 17, 2026 to Nicola Reid, Purchasing Agent of the Township of Stafford, 260 East Bay Avenue, 2nd floor – Room 276, Manahawkin, NJ 08050. The original certified check or original cashier’s check received after the bid closing on April 17, at 10:00 am prevailing time will not be accepted.
ALL OTHER DOCUMENTS MUST BE SUBMITTED ELECTRONICALLY
All Bid Addenda for MANAHAWKIN LAKE PARK BULKHEAD REPLACEMENT FOR THE TOWNSHIP OF STAFFORD will be issued on the Bonfire E-Procurement platform accessible via https://staffordnj.bonfirehub.com. Therefore, all interested respondents must check the website from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement.
