TOWNSHIP OF STAFFORD JOB DESCRIPTION

AS OF: March 30, 2026

JOB TITLE: Laborer/Night Custodian

DEPARTMENT: Public Works

REPORTS TO: Foreman and Superintendent of Public Works

SCHEDULE: 2:30pm-10:30pm or Other Hours set by Superintendent of Public Works

ESSENTIAL FUNCTIONS OF THE POSITION:

The duties of the Custodian shall include, but not be limited to, the following:

Perform varied routine tasks involved in the cleaning and maintenance of buildings and grounds.
Wash and clean windows and floors, polish floors, dust desks, tables, chairs, and other furniture.
Clean offices, halls, lavatories and other buildings.
Move furniture and office equipment.
Polish metal fixtures and trimming.
Clean and tidy up working areas by arranging equipment, materials and articles in an orderly manner.
Sweep and deposit sweeping in trash cans.
Vacuum and clean carpets and rugs.
Replace burned out light bulbs and service water coolers.
Perform general landscape duties, such as cutting grass, pruning, planting, debris removal, watering grass and flower beds, etc.
In winter, shovel snow from driveways and sidewalks, and spread sand, salt or ashes on icy surfaces to prevent slipping.
Assist carpenters, electricians, painters, plumbers, and steamfitters in various tasks.
Perform minor maintenance on office equipment, township vehicles, & lawn mowers, etc.
Check oil and fill township vehicles with gasoline.
Keep simple records and reports.
Set-up equipment, chairs, tables, etc. for meetings and other events.
Pick-up township mail from the post office and empty the township drop off boxes.
Process work orders requesting the services of the custodian.
Perform other duties as assigned at the discretion of the foreman on an as needed basis.

QUALIFICATIONS FOR THE POSITION:

The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position as listed above.

Some knowledge of the problems, procedures, methods, tools, equipment and supplies used in cleaning and washing windows and floors.

Some knowledge of waxing and polishing floors.

Some knowledge of dusting desks, chairs, and other furniture.

Some knowledge of making minor repairs to heating, electrical and other systems of varied types.

A working knowledge of lawn mowers.

Ability to understand, remember and carry out oral and written directions and to learn quickly from oral and written directions and from demonstrations.

All public works employees must be available for shift work.

Available to be on-call for any emergency maintenance, problems, etc.

Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.

11. A high school diploma or equivalent.

ESSENTIAL FUNCTIONS OF THE POSITION:

The Chief of Police is responsible for administrative and technical police work in the direction of all employees and activities of the police department.

Work involves responsibility for the protection of lives and protection of property in the municipality through the supervision of all police functions. Work involves the effective operation of the police department through control of activities; the determination of departmental procedures; the planning of departmental work priorities and goals; the implementation of programs; and the training, assigning, and supervising of all department members. Work is performed independently under the general administrative supervision of the Police Commissioner and Township Administrator/Director of Water and Sewer and is reviewed through discussion of problems, by written or oral reports, and by review of program results.

EXAMPLES:

Formulates departmental policies, regulations, goals, and program priorities in consultation with municipal officials and with the assistance of subordinate officers.

Formulates and prescribes work methods and procedures to be followed by department members; appraises work conditions in the department and takes necessary steps to improve police operations.

Plans and supervises the enforcement of traffic and safety regulations and programs for crime prevention and detection.

Directs and supervises the expenditure of annual appropriations; prepares annual budget estimates

Plans, directs, and conducts in-service training programs.

Cooperates with other Local, State, and Federal Officers in the apprehension and detention of wanted persons with other agencies where activities of the police department are involved.

Directs, coordinates and personally participates when required by circumstances in all activities of the police department.

Performs related work as required.

QUALIFICATIONS:

Through involvement in modern police work which has afforded progressively responsible experience in a variety of police functions including supervisory police duties; graduation from high school, and course work in police administration, and associated fields; or any equivalent combination of experience and training which provides the following knowledge, abilities, and skills.

Knowledge of the principles and practices of modern police administration and police methods.

Knowledge of the standards by which the quality of police service is evaluated and of the use of police records and their application to police administration and future planning.

Knowledge of the types and uses of communication, electronic devices, firearms, and automotive equipment used in modern police work.

Knowledge of the functions of Federal, State, and Local jurisdiction and authorities as they relate to police work.

Ability to plan, layout, and supervise the work of subordinates performing varied operations connected with police activities to develop proper training and instructional procedures for subordinates and to maintain a high level of discipline and morale.

Ability to prepare and present effective oral and written informative material relating to the activities of the police department.
Ability to provide effective leadership and maintain harmonious relationships in the department.

Ability to establish and maintain effective working relationships with municipal officials, state, and federal authorities, community leaders, and the general public.

Ability to carry a weapon and make a forcible arrest.

Must have at least average intelligence and judgment to cope with the complex, unexpected, and various challenges presented daily.

Must be able to interact harmoniously and cooperatively with members of a team.

Must be able to accept strict supervision in a paramilitary structure.

Must have a high level of social maturity to deal with conflict between people.

Must have a higher-than-average capacity for coping with stress.

Must be motivated and consistent with the mission of a police department.

Eligible candidates must hold the rank of Captain, Lieutenant, or have 10 years’ experience as a Sergeant as of the month of appointment.

ESSENTIAL FUNCTIONS OF THE POSITION:

1. Assist in the preparation of all correspondence and reports generated through the Finance Office.

2. Assist in the processing of Purchase Orders in accordance with established procedure policy and State law.

3. Assist in the processing of invoices for payment in accordance with policy procedure and State law.

Prepare resolutions for monthly meetings for payment of vouchers.

Run and verify checks.

Assist in mailing all payments to vendors.

Receipt and deposit funds collected by the Township.

Reconcile bank statements as assigned by the Chief Financial Officer/Treasurer.

Provide back up secretarial service necessary for the smooth operation of the Finance Office.

Assist in the preparation of the annual budget.

Assist in the maintenance of accurate financial records.

Assist the Payroll Manager with payroll related duties as necessary.

All other tasks as assigned by the Chief Financial Officer/Treasurer or Township Administrator/Director of Water and Sewer.

QUALIFICATIONS FOR THE POSITION:

The ability to read, write, speak and understand the English language sufficiently to perform the duties of the position as listed above.

The ability to pass a post offer/pre-employment physical exam including a drug screening analysis.

Conformance with the Township of Stafford dress code and other personnel policies as adopted by the Township.

The ability and temperament to work cooperatively with associates, subordinates, superior officers, and with those interested in or concerned with the work of the office.

The ability to act courteously and effectively with the public.

The ability to make financial entries accurately and to check financial records prepared by others for accuracy, completeness and propriety.

The ability to type 40-50 words per minute.

The ability to operate standard office equipment.

Working knowledge of bookkeeping and mathematics that pertain to this position and thorough knowledge of payroll and related procedures.

The ability to compile materials for use in reports and summaries.

The ability to maintain records and files.

Extensive experience in computer operations and data entry.

A High School diploma or the equivalent with two years business experience or 2 years of college education.

Any certifications deemed necessary by virtue of State, Local, or Administrative mandate. NOTE: It shall be mandatory for the employee to attend and pass finance courses as sponsored by Rutgers University. Failure to attend and pass the required courses shall constitute grounds for dismissal.

Comprehensive demonstrated knowledge of bookkeeping and basic municipal accounting practices and procedures.
